This election presents an important opportunity to lower water rates, bring experienced leadership, practical problem-solving, and responsible long-term planning to the Helix Water District. I am endorsed by 3 of the current board members: Kathleen Coates Hedberg, Board President; Joel A. Scalzitti, Vice President; Dan McMillan, Director. Their endorsement reflects my commitment and knowledge associated with this position.
As your elected representative, I will fight to hold down our water rates. As a family man, I understand the current economic conditions we all face each day and will hold the line on Our Water Rates. Last year, your Board approved an eight point three per cent (8.3%) increase to your water bill; I would have voted NO.
As a business owner responsible for managing multimillion-dollar budgets and large-scale projects, I understand the importance of fiscal responsibility, transparency, and accountability. Public agencies have a duty to carefully manage ratepayer dollars while maintaining the high level of service that residents deserve.
As a volunteer Facility Director for the Mt. Helix Park Foundation and the former Owner and President of Horizon Homes, Inc., I have spent more than 20 years as a contractor planning, developing, and building residential communities and several infrastructure projects. During that time, I worked closely with water districts, utility providers, engineers, building departments, environmental agencies, and local governments to deliver projects that met the needs of growing communities while protecting valuable public resources. I have navigated complex land use regulations, managed subcontractor procurement and contracts, and overseen project execution while maintaining schedules, budgets, and strategic goals. This work provided a strong understanding of public utility challenges, including rising costs, aging infrastructure, water conservation, and long-term planning. I recognize that prioritizing and implementing critical repairs and capital improvement projects is essential to controlling costs, extending asset life, and ensuring reliable, low-cost utility operations.
If elected, I will fight to keep water rates low while maintaining safe, reliable infrastructure. I support strategic planning, responsible budgeting, competitive bidding, and thorough contract reviews to maximize value for the public. As a licensed loan officer, I also bring experience securing low-interest financing to reduce costs and support long-term financial stability.

Families are stretched thin. I will scrutinize every budget line item to eliminate waste, improve operational efficiency, and fight against unnecessary rate hikes that burden our ratepayers.
I will closely monitor infrastructure projects, future risk assessments, income opportunities for assets to offset rates, ensure construction contracts are thoroughly vetted, along with other opportunities to be efficient and fiscally responsible.
San Diego County relies too heavily on imported water. I support smart investments in local water recycling and conservation programs to make our district more self-reliant and drought-resilient.
Our local lakes and reservoirs are vital parts of our community's identity and recreation. Lawrence is committed to maintaining their pristine condition and accessibility for East County.
